He charged the batteries, put the propane heater beneath the fuel tank on low for a while, and he got it started. Now start the engine without replacing the cap and idle for a few minutes. Watch for the coolant level to drop as the thermostat opens.

Another thing you could do is remove the driver side blend door actuator and manually place that door in the full heat position.
